The course of human events continued on, of course, after the adoption of those words in the American Declaration of Independence. They could as easily describe social evolution in two human colonies established on the moon for construction of solar power satellites to serve Earth. The colonists are not all happy with their lot, forced to work long hours in confined conditions under tight rule by their masters in the United Nations headquarters on Earth. They dream of a better future and their dream is given form by a mysterious "Coven" that UN Security has tried in vain to uncover. Aria, appointed to the Moon as a magistrate after becoming an embarrassment to the UN on Earth, listens, learns more, comes to understand and must then face a choice. Shall she give up any hope of ever returning to Earth and stay with her new found friends?
